Rules of
the Bull Terrier Club of Wales
1..NAME
OF THE CLUB
The
Club shall be called THE BULL TERRIER CLUB
OF WALES.
2..OBJECTS
OF THE CLUB
The objects of The Club shall be:
a) To
promote and encourage the welfare, breeding,
exhibition of and betterment of pure bred
Bull Terriers
b) To
urge owners, breeders and judges to adhere
to the standard of the breed as laid down by
The Kennel Club.
c) To
promote Championship, Open, Limited or
Members Shows and to foster friendly
relations with other Bull Terrier Clubs.
3..COMPOSITION
The Club shall consist of a President,
Vice Presidents, Honorary Secretary,
Honorary Treasurer, Honorary Show Manager,
Honorary Editor, a limited number of Life or
Honorary Member; and an unlimited number of
Members.
4..MANAGEMENT
The Club shall be Managed by The Committee.
5..COMMITTEE
AND OFFICERS
The Committee shall consist of The Officers
(i.e. Honorary Secretary, Honorary
Treasurer, Honorary Show Manager, Honorary
Editor.) and TEN Members elected by ballot.
a) The
Committee and Officers shall reside in Great
Britain.
b) The
Committee shall elect its own Chairman and
Vice Chairman at its first meeting each
year.
c) Five
including at least One Officer shall be a
Quorum at a Committee Meeting.
d) Any
member of Committee, absent from Three
consecutive meetings, except, for reasons of
health or other reasons considered by The
Committee to be substantial, shall be deemed
to have resigned and His or Her place may be
filled by co-option.
e) The
Committee shall have the right to fill any
vacancy by Co-option, but the term of
co-option shall end at the discretion of The
Committee, or at the time of the next Annual
General Meeting, whichever shall come first.
6..MEMBERSHIP
AND DUES
Membership shall be open to the World
a) The
Annual Subscription shall be of such sums as
The Committee shall decide from time to time
and confirm by resolution at an Annual
General Meeting.
b) The
Annual Subscription shall be payable to The
Honorary Treasurer on the 1st. January each
Year.
c) The
Annual Subscription and no other form of
Payment, shall entitle to membership, except
in the case of Life and Honorary Members.
d) Applicants
for Membership shall apply in writing and be
elected by Ballot of The Committee. Two
negative votes shall exclude.
e) Membership
effected after the 1st October of
any Year shall remain valid until the end of
the next financial year.
f) No
member whose subscription is unpaid or who
is financially indebted to The Club, shall
be entitled to any of the privileges of
membership, to vote at any Club Meeting, or
to compete for any Cup, Special Prize or
Trophy offered by The Club.
g) If
any member shall fail to pay His or Her
Subscription by the 1 st. of March after it
has become due, a notice shall be sent
calling attention thereto and if the
Subscription remains Unpaid after the I st.
of April, The Committee shall have the right
to remove His or Her name from the list of
members, but if The Committee be given a
satisfactory explanation, the said member
may at the discretion of The Committee and
payment of all arrears, be reinstated in
membership. .
7..ELECTION
TO OFFICE
The President shall be elected for a term of
Three Years, The nomination of The President
shall be the prerogative of The Committee,
which shall be guided in its choice by the
consideration, that The Office is one
intended to confer The Club's greatest
honour, on one who has done much for The
Breed.
a) The
Committee shall be empowered to elect as
Vice Presidents, for a period of Three
Years, members of The Club to whom they wish
to accord the honour.
b) An
Honorary Secretary, Honorary Treasurer,
Honorary Show Manager and Honorary Editor,
shall be elected Annually at The Annual
General Meeting.
c) The
Annual General Meeting shall elect persons
to certificate the Financial Statements for
the next year.
d) Life
or Honorary Members shall be nominated by
The Committee and elected at The Annual
General Meeting.
e) Members
of The Committee shall be elected by ballot
at The Annual General Meeting.
f) Every
member of The Club is eligible for election
to The Committee or Office, provided He/she
is a fully paid up member of The Club and
has attended at least One Annual General
Meeting within the previous Three years. All
fully paid members are entitled to propose
or second candidates.
g) Election
of The Committee shall be made at The Annual
General Meeting. Members will be invited to
propose and second candidates. Election to
Committee will be by a show of hands.
h) Three
Members of The Committee shall retire by
rotation Annually, but they shall be
eligible for re-election.
i) The
Three retiring members shall be those
longest on The Committee. When two or more
members due to retire have the same
seniority on The Committee; the retiring
member or members shall be he/she who
received fewest votes at the time of
election.
j) A
co-opted Committee Member, having served
his/her term of co-option, shall be eligible
for election to Committee by the usual
process of election.
k) No
person whilst an un discharged bankrupt may
serve on The Committee of or hold any other
office or appointment within a Kennel Club
Registered Society.
l) That
any Officer or Committee member of The Bull
Terrier Club of Wales, cannot hold Office or
be a Committee member of any other Bull
Terrier Club.
8..ALTERATION
OR ADDITIONS TO RULES
Alterations or additions to rules shall only
be made at an Annual General Meeting or
Special General Meeting and shall require a
Two-Third Majority of members present and
voting. Such alterations or additions shall
not come into force until The Kennel Club
has been advised and given its Approval.
9..SPECIAL
GENERAL MEETING
Special General Meeting shall be summoned by
the Hon Secretary by a request of a majority
of the Committee or if 25 fully paid up
members send in a signed requisition stating
the subject to be discussed. No business
other than the business on the agenda shall
be discussed at a Special General Meeting.
The Hon Secretary shall call such a Special
General Meeting not later than 8 weeks from
receipt of the requisition and shall give
fully paid up members 14 days notice of the
meeting. A quorum at a Special General
meeting shall be 25 including 2 Officers of
the Club. The Chair shall be taken by the
Committees Chairman who shall have a casting
vote
10..FINANCE
A banking account shall be opened in the
name of The Club, to be operated by The
Honorary Treasurer along with the other
Officers or The Chairman of The Committee.
AI} financial transactions
shall be met through The Club's Banking
Account.
The Financial Year shall end
on the 31 s1. of December each year. The
financial statements shall be presented to
The Members at The Annual General Meeting.
The financial statements must
be Certified by one qualified Accountant or
Two Unqualified individuals with accountancy
experience.
11..CLUB
PROPERTY: - CUPS. TROPHIES. ETC.
The property of The Club shall be vested in
The Committee, who, in the event of The Club
ceasing to exist, shall decide on the
disposal of the assets.
a) The
competition for club cups, trophies, etc.
shall be governed by any special rules
appertaining to each. The Committee shall
decide which club cups; trophies, etc. shall
be put up for competition at any particular
show.
b) Gifts
of cups or trophies shall carry with them
written instructions from The Donor, that
such gifts are made outright to The Club.
c) The
purpose for which cups or trophies are
presented to The Club, shall not be altered
without The Donors approval being sought
12..DISCIPLINARY
POWERS
Any Member who shall be suspended under
Kennel Club Rule A42j (4) and/or any Member
whose doges) is/are disqualify d under
Kennel Club Rule A42j (8) shall ipso facto
cease to be a Member of The Society for the
duration of The Suspension and/or
Disqualification. If the conduct of any
Member shall, in the opinion of The
Committee of The Club, be injurious to or
likely to be injurious to the character or
interests of The Club, The Committee of The
Club may, at a meeting, the notice convening
which includes as an object the
consideration of the conduct of The Member,
determine that a Special General, Meeting of
The Club shall be called for the purpose of
passing a Resolution to expel him/her.
Notice of the Special General Meeting shall
be sent to the accused Member, giving
particular's of the complaint and advising
him/her of the place, date and hour The
Meeting that he/she may attend and offer an
explanation. If at that meeting a Resolution
to expel is passed by a Two Thirds majority
of The Members present and voting, his/her
name shall forthwith be erased from the list
of Members, and He/she shall thereupon cease
for all purposes to be a Member of The Club,
except that he/she may within Two calendar
months from the date of such a Meeting, may
appeal to The Kennel Club upon and subject
to such conditions as The Kennel Club may
impose. Any Member having been expelled from
The Club shall not be entitled to recover
any portion of His or Her subscription or
have any claim against The Club.
a) No
person who has been refused admittance to
The Bull Terrier Club of Wales shall be
allowed to handle dogs for exhibition at
Members shows of The Club, until such time
as He or She may be elected a Member of The
Club.
b) The
Club shall not join any Federation of
Societies or Clubs.
13..DECLARATION
OF HONOUR
That the following Declaration of Honour
applies to all Members of The Club and any
infringement thereof will be dealt with
summarily. All Members of The Bull Terrier
Club of Wales do undertake not to exhibit
for competition Deaf Bull Terriers and
furthermore that they will support The Club
in any way practicable to stop the
exhibiting of Deaf Dogs, whether owned by
Members or anyone else. Members also Declare
that they will not offer for sale a Deaf
Bull Terrier. Further, Members selling Bull
Terriers sell them under guarantee that
their hearing is normal nor will any Member
knowingly use a Deaf dog as a Sire or Breed
from a Deaf Bitch. Also any Member or any
person found fighting or organising any type
of fight between a Bull Terrier or being
convicted of any such activities related to
fighting any breed of dog, will be excluded
from The Club for Life.
14..FINAL
AUTHORITY
The Kennel Club shall be the final authority
for interpreting the rules and regulations
of The Club in all cases relative to Canine
or Club matters.
15..MAINTENANCE
OF TITLE
The Officers acknowledge that during the
Month of January each Year, Maintenance of
Title Fee will be forwarded to The Kennel
Club by The Secretary, for continuance of
registration and that by 31 st. July each
year other returns as stipulated in The
Kennel Club Regulation for The Registration
and maintenance of Title of Societies and
Breed Councils and the Affiliation of
Agricultural Societies and Municipal
Authorities, will be forwarded to The Kennel
Club. The Officer; also acknowledge their
duty to inform The Kennel Club, of any
changes of Secretary of The Society which
may occur during the course of the year.
16..MEMBERSHIP
LISTS
The Bull Terrier Club of Wales will make a
list of members and their addresses
available for inspection if so requested by
The Members of The Club or by The Kennel
Club. |
